Senior horse … maintain weight?

I have a year old QH 20, and is currently in Equine Senior. He just does not gain weight, no matter how much I think, and that is definitely underweight. Is there anything else I can add to your food, or other foods high out there that can work better? His teeth are bad, and can not chew hay until very well. The Senior works well because it is difficult for him to chew and digest. Any advice or experience in this area? I forgot to say this before, all the comments made me think about it … he has teeth floating on a regular basis and has had blood tests, stool testing, etc. All of normal.
