I am not totally clear in your question. If you want the picture to be the size of a full sheet of paper, you can use Microsoft Paint, go to the image, resize, and a box will open. Change only the horizontal and vertical lengths of 100 to a greater number [110, 120, so on until the desired size]. If your question of how to obtain a large picture to hang on your wall, or something like that, this site offers the ability to upload an image and print it on blocks so that you can put it on the wall.
